The Anti-Ragging Committee in affiliated colleges is a mandatory statutory body established in accordance with guidelines issued by the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and NAAC. Its primary objective is to prohibit, prevent, and address incidents of ragging in educational institutions to ensure a safe, inclusive, and supportive environment for all students.
As per the UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, it is compulsory for all affiliated colleges to constitute an Anti-Ragging Committee composed of senior faculty, hostel wardens, parents, students, non-teaching staff, and external representatives from media or NGOs. AICTE and NAAC also mandate strict compliance with anti-ragging norms as part of their quality and accreditation frameworks.
Roles and Responsibilities of the Anti-Ragging Committee:
- Frame and enforce regulations to prevent ragging on campus.
- Display anti-ragging posters and helpline numbers in prominent locations.
- Organize awareness programs, seminars, and workshops for students and staff.
- Conduct surprise checks in hostels, classrooms, and common areas.
- Accept and address complaints through a transparent, confidential mechanism.
- Maintain and review records of complaints and actions taken.
- Recommend disciplinary actions including:
- Warning or apology
- Suspension or rustication
- Withholding scholarships or examination rights
- Debarring from representation or placements
- FIRs in serious cases
- Submit annual compliance and activity reports to regulatory bodies.
